Line-item figures include all transactions, including funds that are moved from one department or agency to another. Counting such transactions as expenditures would overstate Vermont's annual appropriations. However, when tracking the activity of any individual department, office or program, it is necessary to look at transfers as well as direct expenditures.
On this website, transfers and other transactions that are duplicate appropriations are not included in the function totals. However, these transactions are included in the line-item numbers. The total of the line-item numbers, therefore, is greater than the function totals displayed. The function totals represent the state's actual annual appropriations.
